Usenet is just a collection of protocals. No one group of people have =
control of how usenet is used. I suppose there could be a complete=20
overhaul of the usenet protocals, but with as few people actually =
using=20
usenet (compared to all of those that use the internet in general) I=20
wouldn't hold my breath The beauty and the bane of usenet is that it =
is=20
wide open, anybody can post and unfortunately or fortunately depending =
on=20
your point of view it can be almost totally anonymous. This brings =
out=20
the wackos, spammers, and news bombers. Wackos and spammers, can be=20
mostly taken care of with local filtering if you have a decent news=20
reader like xnews or agent. Currently the only protection from the=20
recent flood of nonsense messages is conscioncous administration of =
the=20
news servers. Most of the big providers like Cox or Time Warner don't =
care about usenet because so few of there customers actually use it, =
if=20
most did then the complaints would be so load that they would have to =
do=20
something. That means you have to get your news from someplace that=20
actually gives a damn, like giganews, aioe, supernews and others.
You don't have to use what cox handed out to you, there are =
alternatives=20
that are just as cheap (free) and run much better. The only thing =
that=20
Cox provides that you may not be able to get elsewhere is the pipe to =
the=20
internet.
There is no central authority that you can go to to fix this unless =
they=20
completely redesign the internet protocals. I am not sure that you =
would=20
like the results of that any better than what we have now.

So why isn't comp.cad.pro-engineer a binary NG and why are there dweebs =
that constantly remind you, if you try to post a jpeg here or a Pro/e =
PRT file, that this is a TEXT newsgroup. And how come this difference is =
writ in stone, like there's no path to change a group that was =
mistakenly started as a text group into a binary one. Owner****p is =
clouded in protocals; they set it up the way they wanted it and when you =
go to change it they say you can't, it's just the way it's set up. =
Somebody owns the rules! Who owns the rules owns the Internet.
