There are standards for stairs ... in australia there are complex 
standards where you are limited to the number or risers in a run  to be 
no greater than 15 or something like it ( iforget I gust get the 
standard out each time) plus there other constraints ...
but there is a 2d elevation view stair maker for microstation in 
msmtools.ma you could do a google search it has other good tools in it 
too...
I don't bother with it much nowdays I just calc the risers/runers fixed 
height( per standards) and draw the first riser runer and use accudraw 
copy X no times and it draws the lot.. this then becomes the basis for 
laying out the steps as these will be my top surfaces I can then go and 
offset copy the lot or create a typical detail  and specify x number 
treds  and side rails ( this is for steel stairs) or leave them as is 
for concrete stairs  and specify the reinforcement detailing elsewhere...
