if you change it to keypoint snap then use th save settings it should 
work...
other wise create a new interface from the microstation manager
and set it to have all the default settings you want then save settings 
and exit.
mow everytime you want to open dgn you must run microstation first, 
choose to use your created interface and then choos the file you want 
and it should have remebered your settings..
if its still not working then your adminstrator has blocked you from 
changing the look and feel of microstation... go and cry on his/her 
shoulder and as for help.
