Convert v7 dgn file to version 8

I'm looking to write an app to (in addition to other things) detect dgn
files that are not version 8 and then convert them.

Are there functions in either Microstation Basic or MDL to do these
tasks? So far, I could only find a MDL function to detect file versions
(mdlDgnFileObj_getVersion).
