Does the user have permissions to use it? Did the installer
have permissions to install?
Are there other (perhaps partial) copies someplace in the $PATH?
Did the uninstall really clean the old stuff out of the registry?
Perhaps the update was more of a patch .. was the full fileset
there in the first place? Correct version?
