Modelling a orderly modified surface.

I'd like to model a surface similar to one found at

http://www.albertsommer.de/cms/images/stories/tecu/tecu_classic1.jpg.

I suspect that there's a way using space warps that would save me
having to model and then modify each flat individually (by eye!).

Bit of a novice to warps so any help greatly appreciated.
